However, these rates have increased significantly over time, particularly as landfill tipping fees and hazardous waste collection costs have risen.

Mike Csapo, general manager of the Resource Recovery and Recycling Authority, highlighted the broader issue of increasing recycling costs. “Recycling costs are no different than landfill costs or composting—these are essential services that must be paid for,” Csapo explained. He also noted that, while the value of recycled materials can fluctuate, the overall trend is toward a growing demand for recycled goods, which will eventually offset the costs.
